When Vince Jones, the Westview union rep, and I met with you in 2006 to tell you that my OEA-appointed lawyer, Tom Doyle, was colluding with the Beaverton School District’s former lawyers at Hungerford (even though the Hungerfords had ALREADY BEEN DISMISSED by the Jerry Colonna and the Beaverton school board and replaced by Camellia Osterink).
I told you I was being coerced to sign a confession for the TSPC before I could get my settlement money from a manipulative law suit I had been lured into.  Our meeting was almost three years after I was illegally fired by BSD HR directors with whom you had been meeting regularly—unknown to me.
You left me at that restaurant with the impression that you were going to help me receive the contractual protection I had paid the OEA for, protection of my due process rights that had been denied me when the OEA lawyer filed a breach of trust, million dollar lawsuit in federal court, without first consulting me.
A few days after we first met, we met again and  you handed me an envelope that held a second settlement contract, an illegal document  drawn up by Osterink to cover for the misconduct of Doyle, Hungerford, and your benefactors at the OEA.  I was sick to my stomach. I had to write the federal judge and hire a third-party lawyer to get the settlement check from the first contract.
You helped incompetent and dishonest school administrators frame me for false sex charges and trash my career, betraying me to serve your own self-interest.  You have been able to avoid accountability because you work for an organization that knows a great deal more about avoiding accountability than about improving education.
I remain eager to expose you and to reveal the fraudulent nature of the OEA’s presumed services when you and Tom Husted, former Beaverton uniserve, were working so closely with Beaverton’s HR department.  We will improve education in Oregon when greedy phonies like you are exposed and removed from leadership roles for which you are eminently underqualified.

Bobbie Jager's "Spot-On" Letter about Streamlining Education

Oregon Legislature should preserve open enrollment in public schools (OPINION)


This is exceptionally well-written and makes a ton of sense. I am of the belief that a lot of well-intentioned school teachers and administrators, when faced with too much to do, ultimately choose to do what they want to do instead of what they need to do. Isn't this similar to the subconscious impulse that compels us to clean our houses or mow our yards when we have something else really unpleasant on the to-do list?
So it is with schools. Everybody has too much to do. Some burn out quickly and many build walls, and too often the real heavy lifting is done by the people who are not in it for the money.
As a mother of thirteen children, Ms. Jager has a self-evident appreciation for efficiency and time management.  When she says that lack of funding is not the major factor for our failing schools, she knows of what she speaks. Our schools don't work because we try to do to much. With 13 children, you are sensitive to the fact that a lot of people need you and you have to be smart about how you serve those needs. The problems with schools is not because we don't have enough money, but "because we're still relying on a one-size-fits-all system for 550,000 students with little consideration for the needs of the individual student..." This lady so gets it (but hasn't gone far enough to say "...so we get by politically by providing for the needs of the individual privileged kids in the school community").
The answer to EVERY Oregon school problem (real or imagined) is a new program with a new bureaucrat in charge. Schools need to listen to Ms. Jager's logic and cut way back on what they try to do.  In so doing, they will piss off some privileged families who are already conditioned to expect the public schools to provide showcases for their undeniable skills while most of the student body spends the afternoons anesthetized with study halls and easy-to-pass classes for their last two years. We need to really streamline what is offered and give every kid a chance to excel at those specific offerings instead of designing multi-million dollar theater departments for the daughters of the district fund raiser, as Beaverton once did.  Too much of what the quiet little kid achieves in algebra class is lost in the hooplah surrounding dance teams and big-budget sports programs. The taxpayer will be better served better served when those programs migrate to the purview of the community parks and rec department and sponsored by Nike, the corporation that most benefits from our obsession with youth sports.
The goal in public education should be to start it early and get it over with. It is about making good citizens. Showing-off is a primarily American characteristic that does not flatter our culture. It is honed in our public schools. The prom is a vestige of an America that doesn't exist anymore (thankfully). Let's throw out the one-teacher-for-the-year concept allow schools to evolve into wide-open well-lit computer labs surrounded by pull-out classrooms for small group projects and remedial work. Open everything up.  We will require fewer teachers to work with more kids and our students will customize their studies online while providing us with reams of data with which to evaluate everyone, 
This is, of course, an over-simplification but it dovetails with Ms. Jager's theme of doing less better. Oregon's public schools have been suffocated by decades of top-heavy management by uninspired non-educators. There is so much potential here that can be unleashed without burdening the taxpayers for another cent.  The people who do not acknowledge the logic in Ms. Jager's spot-on essay are those who benefit from the untenable status quo. We need to buy more laptops and 3D printers and less vacation property for non-teachers in the education profession.

The "graduation czar won't manage any staffers, won't have money to hand out and is expected to listen to Oregon school districts and communities, not order them around." 
Why not use this money realistically? Pay it directly to the kids you want to come to school. Otherwise, we will have another future public school millionaire to be paid for life, and likely little else.
The rapid devolution of the job title, from "education innovation officer" (cute name grade: A-) to "graduation czar" (cute name grade: C-) indicates that the taxpayers should not expect much from Gov. Brown in the way of helping improve Oregon's schools.  Taxpayers will pay pedigree prices for another mutt who will be chained to the fence and kicked when bad reports surface. A spokesperson will trot out the next bright  shiny object, attaching a cute name to it.
And, excuse me, Betsy, but will you explain what Lindsey Capps knows about graduating kids from high school? Oregon gives unqualified people jobs with impressive titles and expects the taxpayers to believe they are qualified professionals. The OEA is to education what Scientology is to religion. Realization of that tragic fact will begin legitimate reform in Oregon's schools.

Choose the new person from among the authors of enlightened, inspired ideas--or use these authors as the foundation for an apolitical committee that will oversee the search for this new position.

Betsy has done a good job of offering rationale for a mismanaged system that has cheated taxpayers, damaged school efficacy, and diminished the profession of teaching in Oregon....

When I applied for a teachers' license in Oregon in 1997, I had already taught in four other states--winning honorable mention Teacher of the Year in one. I was initially denied an Oregon license because someone at the TSPC  miscounted my years of experience. I also qualified because of my score on the National Teachers Exam (something I suggest that Oregon use for teacher preparation until competent, ethical people are once again running the TSPC).

When my license did arrive in the mail, I was certified in biology, even though my degree and all my subsequent teaching experience was in Language Arts.

I began working for the Beaverton Schools when Yvonne "Kickback" Katz was in charge.  After seven years, when I voiced concerns about inequities and oversight of my building administration to a new superintendent (Jerome Colonna), the TSPC director, Chamberlain, worked in concert with Beaverton's lawyer (Nancy "Pass-the-Trash" Hungerford) to harass me to sign stipulations to allegations for which there have never been any documentation.  When I refused FOR FOUR YEARS (thanks for nothing, OEA), the TSPC director ignored the recommendation of an objective judge and suspended my license. Chamberlain, a lawyer by training, and the TSPC have diminished the education profession in Oregon unabated for 13 years.  We are WELL rid of her. It is unfortunate we have to pay such misfits for life, even though many of our "public servants," like Chamberlain, haven't kept their end of the Grand Bargain.

The TSPC's "investigation" of me lasted from mid-'04 until November of '07, when I had to write Chamberlain to get her results. The TSPC  investigator, Susan Nisbet, who--with the OEA's help-- was harassing me to sign illegal stipulations (Ms. Hammond really has left a lot out here) was forced to resign for her misconduct in my case. She now "investigates" for the Hungerford Law Firm, "attorneys for many Oregon school districts." NIsbett testified under oath that her three-year "investigation" of me consisted of phone calls to the BSD HR office. Three years of phone calls is not due to a shortage of help, Betsy.

Up until 2008, Chamberlain was helping Hungerford and her school administrator cronies put pedophiles secretly back in the classroom.  Jeez, Betsy. Is she your aunt or something?!?

To Betsy Hammond: Not More Money for Oregon Public Education,, but Ethical Oversight of Existing Resources

Dear Oregon school board members: If your teaching staff likes to shop at Nordstrom, chances are good that the low-income kids aren’t getting an education in your schools  Reporters: Check out the cars in the staff parking lots at your neighborhood schools.  Beaverton’s former HR director used to park her Porsche Boxter in the public school parking…You who are reading this paid for it.
In my second month as a teacher in a Beaverton middle school, a guidance counselor tried to double the size of my theater arts “specialty” class. Our principal, it turns out. did not know about this inequity and I only learned through my students. When I railed against this (what were the other teachers doing while I had their students?), I angered this veteran counselor and I was told to watch my back.  A year and ½ later the same counselor would come to my class after school and tell me that a substitute counselor (still anonymous) had been approached by a student of mine and that I had allegedly tried to entice her into my truck cab (a student I had just kicked out of class!) EMPLOYMENT RULE #1: A middle school guidance counselor is NEVER supposed to deliver that sort of news to a teacher with a valid  employment contract (but this was Beaverton…). This veteran guidance counselor with her vendetta  set up a meeting with me and the mother and the kid. I erupted when I realized what was happening and demanded a lawyer, then left the guidance counselor's office to get my building principals.
The kid modified her story to something nearer the truth and came back to my class for the rest of the school year (with MY permission—she was in the special ed department and I was a mainstream resource for her). I went away from that incident never dreaming that four years later that same incident would be used to suspend my teaching license, after the BSD’s false sexual harassment charge fell through. 
In a related story, an unsupervised assistant principal at Westview High (who had once) worked with the guidance counselor at Meadow Park--in Cronyville, they all know each other). This librarian-turned-principal was an unaccountable bully who still has not told the taxpayers the truth about her work at Westview High.
To violate my employment contract, the BSD HR department hired well-connected lawyers who worked with the OEA to smear my name and make me vulnerable to false and embellished charges.  I may have never been a perfect person, but I was always a hard-working teacher and the whole system sold me out for a veteran guidance counselor and an librarian-turned-asst-principal, neither of whom ever taught a class and both of whom made it HARDER for me to.  You, Mr. and Mrs. Taxpayer, were paying them to make it easier, and now you are paying them for life. The BSD administration spent a small fortune smearing me over a four-year period, and the scoundrel  lawyer the OEA hung around my neck had plenty of “work.”
In closing—to attempt to lend a scintilla of relevance to my protracted point--a brand-new, uninformed Beaverton superintendent to whom I voiced concerns was kept in the dark about my case ; he is now on the State Board of Education.  The local union rep in Beaverton (whose help I sought when the OEA lawyer manipulated me) would bring me an illegal settlement contract to a case that was—according to the federal court—already settled.  She is now president of the Oregon Education Association
So I speak from experience when I say It is not about money in Oregon, It is about ethical stewardship of our schools, and honest oversight of the amazing resources we already have.

When I needed a strong, ethical leader, I got you...you bullied me the first time we met the summer of '99  because I written a CYA letter to a parent; Ron Williams, outlining Meadow Park Middle School counselor Pam Lass's misconduct with regard to a 1999 allegation for which there has NEVER been any documentation. She came to my room and told me a girl who I had sent from a 7th grade language arts class, Ashley Scott, had gone to an anonymous substitute counselor two days prior and accused me of trying to take her to my truck cab during class time.
No guidance counselor at a school should not be the bearer of such charges.  It should be an administrator. Welcome to the BSD.  Lass, in addition to being the C Hall guidance counselor at Meadow Park, was costumer for Westview High's vaunted drama department and lackey of fund raiser Janet Hogue. She was under the umbrella of Hogue and Beaverton's ostentatious, self-interested superintendent at the time, Yvonne Katz.  You remember your old boss Katz?
Anyway, nobody disciplined Lass for maliciously trying to sabotage my job. The kid who had allegedly lodged the complaint modified her version to something closer to the truth and, with my permission, came back to my class for the rest of the school year. I never dreamed my license to teach would be threatened by this incident seven years later.
It was used to suspend my license in Novemeber of 2007.  It was printed in the paper. I have still never defended it. When you and I met in '08, you said "Sorry," but you refused my request to write your buddy at the TSPC and tell her you had vetted that unfounded, salacious charge years before

I became your property when I bought an Oregon teachers' license and come to work under you, Linda--EVERY teacher with an Oregon license who paid Husted and Vaandering to represent them was your property.
But I was the only one who taught your son Jeff on my lunch break. After having him for three elective video production classes, I was helping hem on my lunch hour, at your request, when you fired me.. You had cme to my room to see his project the previous October and lied about that meeting at FDAB.,
In 2000, when I complained to Westview principal Len Case about the IT department being run by a librarian and a 19-yr-old, Jennifer Jordan and Gail Vangorder sabotaged my video classes to punish me by taking equipment out of my room and HIDING it.  Some of the equipment they took was my personal equipment, so they had stolen that.  The rest had been properly checked out for the entire year to the video production classes. (see attachments)
In 2003, when I stood up to Vangorder about Craig Crandall's grade, she got me fired from an Activities Director job that I had worked my ass off at.
In 2004, when I told Colonna I was being exploited and cheated (I had asked you about quitting three months before and you encouraged me to STAY), Jordan and Vangorder teamed up again, to charge me publicly with three totally contrived sex charges, the last with which I could have as easily charged her.
But they had a little help with your friends at the OEA, huh?
I was working with your son Jeff on my lunch hour.  Your lawyers and the OEA threw me under the TSPC's malicious bus and you accused me of being arrogant. You didn't even know how condescending you administrators had become to Beaverton's disposable teachers as you and Lekas met with the union's Husted and Vaandering regularly and unethically  "Issues sessions," right? Or fraud, depending on which side you are on.
Do you realize how much damage can be done when ANY of us are not carefully overseen?
What was your job, if not to oversee those school principals? I was supposed to be teaching kids, not fighting with support staff about missing equipment.  You and I met about some of this in my classroom in Oct 2003, right? Just before Vangorder and Jordan began stockpiling incidents that they could shade and re-invent as sex charges, with the help of lawyers being paid education money (How much education money did you spend on lawyers, Linda? Secretly? Was that part of the bargain you made with the taxpayer, to be open and honest about how their money was spent?).
How much do you make in retirement? Is there any reciprocative promise by which the state employee promises something to the taxpayer? I believe Hungerford Law, aka "attorneys for many Oregon school districts," helped a lot of you break that promise, Dr. Borquist
It has been a dozen years since you and Lekas fired me by sneak attack.  In 2008, you had the courage to meet me at Tom McCall Park, but you did not act to correct the damage you and your bully lawyers had done to me and my family.  You still have not.
As I say, I was working with your son on my lunch hour when Mike Chamberlain told me to report to Holli Lekas' office (right beside the Beaverton Education Foundation) after school.  I was fired for fake sex charges (for which no one has been held accountable) and locked out of my workplace, and subsequently smeared in the media.
Again they hid my equipment, they paid me unfairly, they bullied me and demeaned me, they tried to force me to assign unearned grades, they chased off the only black teacher and the only Deaf teacher at the state's largest high school, both of them quality educators...
And you fired me. Then watched the Hungerfords and your buddies at the TSPC piss on my life while my mother was dying, with the OEA's tacit support.
They hid my equipment.  I was working with your son. 
They got secrecy agreements, job placements, a pass in the media...
I lost my career. I was working with your son.

Westview asst. principal Vangorder, librarian Jordan conspire to falsely accuse teacher; sheltered by OEA lawyer

 
When the asst principal is a crony appointment, real education is diminished immeasurably.
 
That was the case with Westview asst. principal Gail Vangorder, whose curious rise to administration passed through the district offices during the tainted tenure of Beaverton superintendent Yvonne "Kickback" Katz.  Vangorder was a librarian who never taught a class--who, as an asst. principal in charge of overseeing technology at the state's then-largest high school, Westview, made my considerable workload harder to bear, rather than easier, as she was being paid to do.. Again, Vangorder intentionally made my work harder (see below).
 
When our boss--Len Case--retired, Vangorder had the freedom to convince the school librarian she supervised,  Jennifer Jordan,  to sign a document charging me with three embellished non-incidences, the last one best described  (when she had already allegedly been 2 months under siege) as her harassing me. These so-called sexual harassment chareges dated back three monthsprior to the date of my sneak attack termination,, but the first time I heard about them was when I was being locked out of the building and told to stay away from any people connected to Westview.
 
For many years, thanks to the privileges enjoyed by Beaverton's lawyers, the Hungerfords, in Oregon's administrative law courts and at the Teacher Standards and Practices Commission, Vangorder and Jordan have been able to avoid accountabilityfor the blatant defamation of my character and my professionalism. The OEA lawyer assigned to me by the BEA's Tom Husted and Hanna Vaandering after they met improperly with the Beaverton, HR department was a manipulative liar named Tom Doyle of Bennett-Hartman, who filed a breach-of-trust lawsuit in federal court (Judge Robert E. Jones) without my knowledge or consent...a "million-dollar" lawsuit for freedom of speech...a month before a hearing (FDAB) before school administrators acting as judges, where he would allow Beaverton colleagues to smear me with false sex charges, conduct for for which they have still not been held publicly accountable.
 
The OEA lawyer for whose advocacy I paid dues to the OEA for ten years and who I foolishly trusted at a time when I was vulnerable and angry (Tom Doyle) allowed Beaverton's well-connected lawyers, the Hungerfords, to smear me in the media and at COSA meetings where all of Oregon's school administrators convened, using slurs from testimony from my former colleagues at Westview--vicious, vindictive women who lied and have never been held accountable.
 
What I said was "She may have deserved the part" to the new superintendent, Jerry Colonna. This was, alas, the tipping point...and it was because it was true, not because it was rude.  I was not judging the kid but rather voicing concerns about an affluent, influential helicopter mom who perpetuated inequities and helped school administrators violate labor laws though her contacts with the "teachers" union. I was telling him at this same small meeting that Vangorder and Hogue were out of control now that the Westview founding principal Len Case had retired. Hogue was in control of hiring and building use and a lot of the funding for departments--and Vangorder was an unaccountable tyrant, forcing teachers to give unearned grades and violating a number of provisions in employment contracts;. She had run off the only black teacher at the then-state's largest public high school, a wonderful and dedicated teacher named Rosalind Taylor who would leave Westview to enjoy aproductive career with Upward Bound at Portland State after being dumped unceremoniously by Vangorder. The librarian-turned-administrator also forced out a deaf woman, Christy Ford, who had labored for three years to build an ASL program.  She was deeply offended that the Westview principals did not meet with her directly to explain to her personally the reasons for her dismissal...her supervisors At the NWESD informed of her termination.  It was gutless and typical.
 
The 2000 email to me from Vangorder  (below) was sent when was in my first year (second semester) at Westview and I am still struggling to convert an out-of-control video production program from linear to digital and(at the direction of Len Case, muy of it by mastering the equipment and creating a popularn but divisive TV news show.  They did not appreciate my replacing their former teacher and they did not easlily relinguqish control of my classes.  But other kids were supportive and I had some early successes that helped me endure the heartache of rude and disrespectful kids. I could not sabotage my program by fighting and was forced to capitulate to a lot fo bullying by students and colleagues.  But kids and teachers at Westview during my time will remember a hilarious, Hollywood-style training video by Todd Telle  and Nick Ralston for Regal Cinemas and an interesting effort by our very first "digital" TV production class to make a horror movie called "The KY Killer."
 
The conflict was already developing when one day I arrived at school early in the morning to find, in a program already starved of equipment, a TV monitor missing--a big library TV on a rolling rack that had been in the class since I had started teaching there.  I had my own personal VHS recorder on the second shelf of the cart. It had been properly checked out to me in the media room. This happened to me during the days when we had to export movies onto VHS to save them.  It was our ONLY publishing  equipment, and our kids were G3 using editing on systems with 5 gig hard drives (long before Firewire and thumb drives), so our recording station was essential to our program--and it was missing. 
 
I found out three days (and several frayed nerves and deleted movie files) later that the school librarian, Jennifer Jordan, had taken the station from my classroom when no one was around and locked it in a closet in the library...and neglected told me.  Later, as she broke into tears when being held accountable,  she would offer the rationale that she had come into my media lab after school and had seen the TV monitor and the other equipment on the rack and judged that it was "too close to the exit door." I remember looking at her dumbfounded in the principal's office that afternoon when we met about this.  My point was then, and remains now about Oregon education administration, is that I was the one who was using that equipment to teach kids, and they were not.
 
Jordan had taken that rack out of spite, with Vangorder's permission--quite probably her encouragement.  They were punishing me in part for having expectation of the IT director at the state's largest high school who they had hired and supervise, a 19-year-old former Westview student with a HS diploma.  A bright enough kid, like most of the geek in the Junior class, and not at all professional enough to give me the kind of help I was needing in converting from analog to digital. In fairness, I was demanding but, in fairness, the school (Ms. Vangorder) should have been providing a more reliable, mature person in that role.
 
But she didn't have to, because my union rep sat on the board of the district fund raiser, and the fundraiser sheltered all of the people who had followed her daughters over form Meadow Park Middle School the shiny new high school that had been built as part of a bond vote led, surprise, buy the fund raiser.
 
I was chattel when I stood up for my rights as a teacher at  Janet Hogue and Gail Vangorder's Westview High School. I was set up to fail form the beginning, even thought I was promoted to the administrative team by Westi=view founding principal and given cash bones at both Beaveton schools where I labored.
 
The librarian who took my equipment--sabotaged my lesson plans for three days...with the help of an assistant principal--would act in a way that would end my teaching career three years later. They were sheltered by the fundraiser, Janet Hogue, who shared an office with the HR directors, Linda Borquist and Holli Lekas.  Lekas, I was told by her second husband, recieived a loan form Hogue when her first husband died.  My employment contract in the BSD was worthless from Day One and my civil rights were smoke the minute my adversaries hired the Hungerford Law firm, known as "attorneys for many Oregon school districts," and also earned infamy as lawyers who would make special "pass-the-trash" deals to hide pedophiles for embarrassed administrators.
 
The BSD HR leaders were already meeting improperly with the Beaverton union uniserve, Husted, and the BEA president, Hanna Vaandering (now OEA president).  They called them issues session to disquise the fact that they were perpetrating fraud on dues-paying , oblivious members of the union. They effectively picked my lawyer when they fired for me for sexually harassing Jordan, three years after she took my equipment and hid it. Oh, I was also fired for insubordination.
 
Jordan testified that Vangorder approached her twice and asked her to sign a sex complaint while the Hungerfords were helping the BSD HR department prepare my illegal, sneak attack termination.
 
My mother was dying, I had asked to quit and my union and my school administrators making it hard for me to teach and paying me unfairly. They trashed my career for complaining about it.  Some of them have been subsequently rewarded--the rest bought off. None have been publicly held accountable.
 
The OEA owes me and every Beaverton teacher who paid Tom Husted and Hanna Vaandering's salaries. I was cheated big time out of every penny I paid that union.

 


 

JENNIFER JORDAN, MIKE ALI, AND TECHNOLOGY OVERSIGHT AT THE LARGEST PUBLIC HIHG SCHOOL IN OREGON
As a self-training video production teacher who had been tasked with getting some discipline and leading a shift from linear to digital video, my first year at the state of Oregon’s largest high school was really hard.  I had some help, but a lot of people were not nice.

The librarian was essentially the technology queen who decide whom among the staff would receive the cutting edge new technology.  Her technology assistant, the  IT director at the state’s largest high school, was a teenager named Mike Ali who had graduated from  the same school two years prior. He was knowledgeable, like a million teenage geeks were at the time relative to most of us in the teaching profession.  But he was immature and unreliable and devoted to some of his former teacher to the detriment of equitable service to the rest of us.  I was in charge of a lot of equipment I had to teach myself to use and oversee, while teaching media classes and English lit classes in an over-crowded, poorly supervised high school.

I was often frustrated with Ali and  I irritated the school librarian Jennifer Jordan. To punish me, she came to the media classroom when no one was present and took a TV, a rolling stand , and a VCR (this is the late ‘90’s. The TV was marked with a library tag but had been in my classroom since the beginning of the year.  The VCR was mine.  We were starved for equipment as we made the move from linear to digital.  The computers were G-3’s with 3 gig hard drives and the ONLY way to save a kid’s project was to record it on VHS tape.  The TV stand and equipment  were my only publishing station and were crucial to my lesson plans.

I arrived one morning early to prep all the equipment—once kids arrived, that was out of the question. I noticed immediately that the TV was missing.  I begin looking frantically all over for some who may have borrowed it to show  a movie and forgotten  to return it.  My next three days were trashed as kids deleted each  projects to get editing time and…it was horrible, and totally unprofessional.

After days of devoting all my free time to the task, I finally found the TV  locked in a closet in the library three days later. The 2000 email from Gail Vangorder, the assistant Westview principal who supervised Jordan and Ali, sent me an email explaining the amazing “protocol” at the state of Oregon’s largest high school where teachers might expect the administrators to sabotage lesson plans  and student projects by raiding classrooms unannounced, and taking equipment that had been properly checked out and was being used TO TEACH STUDENTS—and hiding it.

Repeat: And hiding it. I was working my ass off in a VERY challenging situation and the assistant principal and the librarian hid my equipment from me. I was livid and forced a meeting about what was obviously unprofessional behavior.  I was forced to do this often in Beaverton and it made me some lasting enemies who broke the law to steal my career.

Westview was an certainly an interesting place to teach back then.  Vangorder and I would actuallyvmake some peace after this incident and but I never trusted her. Three years later, after I had been promoted to Activities Director and sat with her on the administrative team, she gave one of my students permission to skip a month of classes, then attempted to force me to give the kid grade he didn’t deserve.  This conflict escalated and she had me forced off the administrative team.  But I stood up to her about the kid’s grade.  This time, she and Jordan punished me by accusing me of sexual harassment.

Q.   In the interest of time here, I'm probably going to move fairly fast.  During year '02-03 Mr. Bellairs was an activities director for the building; correct?
A.   Correct.
Q.   And as a consequence of being named activities director, did he interact with you or was he in the library space more often?
A.   I would say yes, more often.  He had more freedom within the building or he had more free time.  I don't know which.  But, yes, he was in the library more often.
Q.   Did you have interaction with him when he was in the library?
A.   Yes.
Q.   Of what sort?
A.   In retrospect, it is because he wanted something from me or something that I had in the library.  Just him being there -- I think he just got used to being there.  It became uncomfortable.
Q.   You said because he wanted something from you.  What kinds of things did he want when he was there?

A.   Either equipment or perhaps a better working computer.  Oftentimes, many, many mornings, he'd come in first thing and want to know if the coffee was on, if I'd made coffee for him, if we had any treats.  The treats came from volunteers usually that volunteer with us in the library.  They were brought in, and he would simply help himself to those.  But it's usually because he wanted something, so he'd schmooze up to me, warm up to me and try to win me over with that.
Q.   Did he ever make a comment to you when there weren't any sweets around?
A.   Yes, he did.
Q.   What was that comment?
A.   Something to the effect of, "Can you put a little sweetness in this for me?" or "Can you sweeten it up for me?"
Q.   Did that comment cause you any note?
A.   Well, I remembered it.  It wasn't appropriate. It wasn't -- it was around other staff members, and I think there may have been students present.  It wasn't a professional thing to say.
Q.   Were there any times when you were uncomfortable with his physical presence around you?
A.   Yes.  Part of his initial charm I think with everyone was that he liked to get to know people.  He was

a real touchy-feely person.  That became cloying.  It became -- well, I grew to hate it.  It no longer endeared itself to me, and I know to other people in the building. But, yes, the longer he was around me in the library, it increased.
Q.   Was there a time in the fall of 2003 when he came up to you while you were walking down the hall?
A.   Yes.
Q.   What happened?
A.   I was leaving or I was trying to leave.  It was right as school was recessing, and students and teachers were in the hallway coming in the opposite correction.  I was trying to leave to avoid getting caught in the buses, as I had a meeting outside the building.  I don't know
where he came from, but he came up and put his arm around me.  It was a hug much more intimate than he'd ever given before.  It was very close and very -- it was very uncomfortable, very close.
Q.   What did you do?
A.   I immediately tried to shrink away.  I'm short, so I thought I could kind of maybe weasel out of it or kind of shrink away from him.  The harder I tried to get out from underneath his clutch, the harder he clutched me. It just became more intense.  During the course of this
embrace, because that's what it more or less ended up as,

he wanted -- he asked me if I would like to start ascandal.  Let's get tongues wagging.  Could we have an affair.  I said, "I don't think so."  And at that point I wanted to slap him, but there was so many people 
around, and I didn't want to get into any kind of embarrassing situation.  I didn't want to get his anger going at me.  I just finally just really jerked away, and I was able to leave, to get away from him.
Q.   How did you -- what did you do after that when you were in the building in terms of Mr. Bellairs?
A.   That same day?
Q.   No.
A.   I tried -- well, the very next day -- well, actually that evening I went and discussed the situation with my husband.  He said I needed to at least speak to my administrator about it, that I probably didn't need to file some kind of complaint, but I needed to let 
Somebody know that that had occurred.  I was embarrassed.  I didn't want anyone that may have seen us to misconstrue the facts, because I
didn't provoke it.  So the next day, after discussing the incident with my husband, I talked with Gail VanGorder. She said -- she didn't write anything down, but she said that she no longer handled Don, that she would pass on the

information to Mike Chamberlain.  She offered some suggestions on what I should do if it happened again. Then I briefly let the two girls that I work with up in the library know that I didn't want to be in the same room with Don, that I didn't want to be in a position that could be misconstrued.  I tried not to give them too many facts, but I had to give them some foundation -- their names were Sherry and Nancy -- so 
they knew that if Don were to come in to the library, I didn't
want to be alone, or if they saw him come in, that they agreed that they would come into that room where I was so that I wasn't going to be alone with him.
Q.   Did you tell Gail VanGorder that you wanted to file a formal complaint and proceed with a complaint at that point in time?
A.   No.  I didn't.
Q.   Were there times when Mr. Bellairs asked you out to dinner before or after this incident?
A.   There was one before, yes.
Q.   And was there a time after?
A.   Actually, during the course of that incident in the hallway, yes, he did.
Q.   What did you tell him?
A.   I said, "No.  I don't think so."
Q.   What had been your response earlier when he

asked?
A.   I'm not quite sure what the verbiage was, but I know I said no.  He knew I was married.  I knew he was married.  I mean, it was just so far out of anything that I would have ever considered.
Q.   Was there a time then later -- this incident in the hallway, can you place it somewhere in a time period?
A.   It was on a Monday.  I remember it was Monday because I was going to the district librarians meeting, and because we have them on Mondays.  I believe it was in November, the second Monday in November.
Q.   Was there a later time when there was another situation where you had physical contact with him or he had physical contact with you?  And this one I think was in the library.
A.   Yes.  It was in December.  I eat lunch up there with another couple of people in our back room.  I was eating lunch.  I sit on a chair with wheels.  And he comes swooping in and puts his arm around me.  And I didn't want anything to do with it.  And the harder I tried to get away, scoot away on my chair, the more -- I ended up next to the wall just cowering, and I was continuing my conversation with my lunchmates, slinking away.  I was flattened up against the wall.  Finally, he took that as a hint and left.

Q.   Was there any conversation that you remember?
A.   I don't remember any.  I think there was, but I can't remember what was said.
Q.   Did you make any statements to your lunchmates or did you go on as though --
A.   I said something to my lunchmates, yes.
Q.   What did you say, if you remember?
A.   I said, "You saw that?"  And they said, "Yes, we did."
Q.   Was that all that was said?
A.   That was all that was said.
Q.   After that was there another episode that involved a statement by Mr. Bellairs that made you uncomfortable?
A.   Yes.  That was in December also.  Well, there was actually a couple.  Which one are we on?
Q.   Any of them.
A.   There was one where he was in the library, and we were at the front desk.  I don't know what he'd come in for, but Sherry saw that he had come in and she was standing right next to me.  There was a thread on his shoulder.  I said, "You need to take the thread off your shoulder."  He said something, well, with a horrible sexual connotation to me.  Sherry took it the same way. It was, "If you could pull it from my behind," or "if you

could pull the thread from behind me."
Q.   What made you feel that it had sexual connotations?
A.   Just the way he said it.
Q.   Tone of voice?
A.   Tone of voice.  Sort of his body movements, yes.
Q.   Do you remember how you responded to that?
A.   I just walked away.
Q.   Do you know whether -- you said there may have been other situations.  Do you remember anything else?
A.   There was another one.  Again, we were at the counter.  Sherry was standing there.  There were also other students about.  He came over to me, and he said, "Would you mind going over to the photocopy machine," which is housed in the library," and ask the young lady that's standing over there to cover up?  She's not particularly good looking, and I'm not enjoying looking at her."
Q.   Was the young lady a student?
A.   A student, yes. So, yes, indeed I went over there and I did 
ask her to cover up.
Q.   He made that statement in front of other people and students?
A.   Yes.

Q.   In your account I'm understanding that you never directly said to Mr. Bellairs, "Take your hands off me," or something to that effect.  Is that correct?
A.   That's correct.
Q.   Can you explain why not?
A.   Well, I felt my nonverbal communication was strong enough, the force of which I tried to pull away. It was all nonverbal.  I just felt that I was doing everything I could nonverbally.  I didn't want -- did 
not want to get into any kind of verbal confrontation with him because I had seen his anger.
